Jeff Carr - Chief Executive Officer

Jeff launched his career by investing 17 years with the Bresee Foundation; a faith based non-profit organization serving one of the poorest and most densely populated communities in Los Angeles. Beginning as an intern with a bike and a basketball, Jeff met local kids in parks and playgrounds, and invited them back to the church gym to play ball, get some help with homework, and build friendships in a safe place, where people were not defined by the block they lived on or the colors they wore. Under Jeff’s visionary leadership, Bresee Foundation became a cornerstone in the local community, as the Bresee Community Center brought concrete opportunities to youth and families including access to state-of-the art technology, a health clinic, youth development programs and family support.

Most recently Jeff was the Chief Operating Officer of the 2015 Special Olympics World Summer Games, the largest multi-sport event held in Los Angeles since the 1984 Olympics where over 6,500 athletes from 165 countries competed in 25 different sports over a 12-day period. Prior to accepting this position, Jeff served four years in Los Angeles Mayor Antonio Villaraigosa’s administration. As Chief of Staff, he managed all aspects of the mayor’s staff operations, including direct oversight of Homeland Security & Public Safety, Gang Reduction & Youth Development, Strategic Partnerships and Budget & Finance.

Anne Adler - Chief Development Officer

Anne has a depth of experience in leading non-profit organizations and has also held leadership roles in the corporate sector. She is committed to advancing causes related to creating opportunities for underserved youth and her personal dedication to helping people in need has been apparent throughout her career. 

Each of Anne’s non-profit roles have included overseeing the resource development function critical to each organization’s success. She most recently served as Executive Director of Young Women’s Leadership Network in New York, NY where she led all aspects of the organization’s mission to deliver educational access for girls and young women. She previously served as President of the Reading Excellence and Discovery (READ) and as Director of Charter Schools for the Beginning with Children Foundation. Her prior corporate experience encompassed several executive roles at American Express.

Anne holds a master’s degree in international and comparative education from Columbia University and she earned her bachelor’s degree in business administration at University of Washington. She resides in Lake Oswego with her husband and son.

Van Field - Chief Facilities Officer

Van started his career working with a fortune 500 company in the automotive industry overseeing retail dealerships sales, service and distribution of new vehicle inventory. After ten years in the automotive industry he transitioned into commercial real estate for 15 years overseeing well positioned “Class A” high-rise office buildings located in Portland, OR; Orange County, CA and Tampa Bay, FL. Van managed all aspects of leasing, vendor contracts, tenant improvement construction and associated contract negotiations. He was very excited to join Albertina Kerr in January 2015 and expand his horizons into a more diversified real estate portfolio where he is able to share his expertise in commercial real estate and facilities management. Van receives great pleasure providing well-maintained, secure and safe environments for the people we serve and the people who guide this great organization. When not working, he likes to spend time with his lovely fiancée hiking, biking, canoeing, and traveling.

Owen Gibson - Corporate Compliance Officer

Since 1998, Owen has worked to better the lives of some of the most vulnerable children, families and adults in Oregon.   Owen graduated from Lewis and Clark College with a Master’s degree in Counseling Psychology and worked as a Gang Outreach Specialist helping youth find alternatives to gang life.  He worked in tandem with the Mayor of Gresham and Gresham Police to unite 14 churches in Multnomah County to provide after school resources for at risk children.  He also worked with homeless families as a Case Manager in Multnomah County and as a Child and Family Therapist at Trillium Family Services working with children severely impacted by mental health challenges.  He has taken on several leadership roles including site manager of Eastwind Center, an agency providing multidisciplinary and multi-agency services to families in East County and also supervising Janus Youth Program’s Runaway Youth Shelter for Multnomah County.

Owen came to Albertina Kerr in 2007 as the Manager of Day Treatment Services.   He has taken on several roles at Kerr including supervising therapists in the Crisis Psychiatric Care Program (Subacute) and leading the Access Center to improve access for children and families into Kerr’s Youth and Family Service programs.   Owen accepted the role of Corporate Compliance Officer in 2016 to lead the agency wide Quality Improvement and Compliance department.

Jerry Hoffert, MBA - Chief Financial Officer

Jerry was appointed Controller of Albertina Kerr in 2005 and promoted to CFO in 2007. He had previously worked in the Albertina Kerr finance department for eight years, beginning as a staff accountant and leaving in the position of Accounting Operations Director. He then worked for a year as the Assistant Controller at Morrison Child and Family Services. Jerry earned his Bachelor of Science degree in accounting from Linfield College and his MBA from George Fox University. In 2010, Jerry was named one of the top three nonprofit CFOs in Portland by the Portland Business Journal. Jerry is also a board member of United Cerebral Palsy Association of Oregon and SW Washington.

Craig Rusch - Chief Information Officer

For the past 17 years, Craig has been addressing the technology needs of for-profit companies and nonprofit agencies. Craig began work as a programmer and then manager for Andersen Consulting, working for telecommunication clients such as Bell Atlantic. Upon relocation to the West coast, Craig managed the implementation of one of the earliest forms of Movies on Demand for Tele-TV, a joint venture between Bell Atlantic, Pacific Bell and Nynex. After moving to Portland, Craig was the VP of Technology at two startup ventures, Active Arts and, before leading Nike’s Business-to-Business Internet strategy group—a project which has resulted in more than $1 billion in online sales.

Matthew Warner, MBA, SPHR - Chief Human Resources Officer


Matthew Warner joined Albertina Kerr in 2008.  His previous positions have included a variety of human resources and general management positions in for-profit healthcare, business services, and consulting.  He is a past President Southwest Washington SHRM, a local chapter affiliate of the Society for Human Resources Management.  He earned a Bachelor of Arts in Social Science from Thomas Edison State College and a Master of Business Administration with a Management and Strategy focus from Western Governor's University, and he holds Senior Professional in Human Resources certification from the Human Resources Certification Institute.  He was included in the Vancouver Business Journal’s 2013 group of “Accomplished and Under 40” professionals, and received the 2014 Distinguished Member Award from the Northwest Human Resources Management Association.
